Bolt hole clearance exists to let bolts pass through parts even when the pieces aren’t perfectly aligned, and to tolerate the inevitable misalignment that comes with manufacturing and assembly. The hole diameter is larger than the bolt shank, so during assembly small angular or lateral offsets between plates can be accommodated. As you tighten, the bolt pulls the members together, creating the required clamp load, while the clearance prevents binding or edge bearing that could weaken the joint or prevent full seating. This combination of easy insertion and the ability to align during tightening while still achieving proper clamping is what keeps the joint both assembleable and structurally sound. If there were no clearance, precise alignment would be required, making assembly difficult or impossible and risking damage or improper clamping.
